Up until 1993, if you had a timing belt off by a tooth on a VW engine's intermediate shaft, you could just loosen the clamp and rotate the distributor to correct the spark timing. After then, however, the distributor is pinned in place, and the rotor has to be indexed to the distributor housing. If you find a car that doesn't run properly and has the Check Engine light on with a misleading code, be sure to check the timing sprocket configuration as well as to check that the distributor rotor is centered on the notch in the housing. Once you correct this misalignment, the Check Engine light will go out.
